Combine chargers update

Currently I'm running a little experiment concerning the combine chargers.
From now on, they will only add 30 points to your hp/sp. They will be depleted after just like a normal charger.
BUT, to make things so that everyone can recharge, I've set a recharge time for both chargers.
Both chargers will recharge - and thus will be usable - after 5 seconds.
