Not all the SPEs are available to the game, at least 2 are bound to the OS (which is Linux based so Kudos for that I guess) plus SPEs don't have DMA so are all still bound and bottlenecked by the main CPU which is just a dual core PPC at heart - of which the X360 has 3. Even Apple don't bother putting them in their Macs any more.
